Employee Spotlight: Director Ricardo Pabón-Degláns

The Healthcare Compliance practice group introduces its new director, Ricardo Pabón-Degláns, J.D. LL.M. Ricardo is based out of the Chicago office and works remotely from San Juan, Puerto Rico. He is a healthcare attorney by background who focuses on privacy matters around HIPAA, 42 C.F.R. Part 2, and information blocking. Since joining Ankura, Ricardo has worked on privacy assessments for different health groups and hospitals while also providing interim staffing and fractional support in privacy matters. Additionally, Ricardo has participated both as a presenter and collaborator in our group’s monthly Round-Up sessions in both privacy and general healthcare compliance subjects.

Prior to joining Ankura, Ricardo managed a boutique law firm in healthcare and regulatory-related matters. Ricardo assisted clients with matters of effective compliance programs, HIPAA, HITECH, and 21st Cures Act and state-based privacy laws, Stark and Anti-Kickback, False Claims Act, Federal Programs under HRSA 330 and 340B, and Title 18 Healthcare Fraud concerns. Additionally, Ricardo counseled clients in corporate structure, corporate governance, and shareholder matters relating to operations of for-profit and not-for-profit entities. Regarding issues with HIPAA, HITECH, and 21st Cures Act, Ricardo aided clients in creating effective compliance programs, managing breach threats and accidents with pertinent federal offices. Ricardo led multiple teams for clients to assist in managing breach incidents, identifying needed solutions, notifications, and changes in compliance program response to the breach. Ricardo has assisted and managed risk assessments for institutions related to HIPAA privacy compliance. Additionally, Ricardo assisted clients in managing communications with insurance companies and coverage determinations for cybersecurity policies and general liability coverages.

Ricardo’s interest in healthcare is around the ever-changing practices and regulations for the privacy of individuals’ information and identifying risks in clients’ operations to assist them in handling those risks. Now, Ricardo is working on various engagements for privacy assessments for clients and providing interim support for a university privacy office.
