Thomas A. Thompson is a Managing Director at Ankura, based in Houston. For over three decades, he has delivered projects in the engineering and construction industry specializing in contract and risk management, analysis, and controls. He has extensive experience in US and major international refining, LNG, infrastructure, chemical, and on and offshore oil and gas development and pipelines.

Experience

Thomas’ professional experience includes:

  • Metro/Rail Project – Quality review, analysis, and report for design of the 16.2-mile, 21-station light rail transit (LRT) transitway.
  • Metro/Rail Project – Engineering claims preparation for world’s largest Metro construction project including Mainline track (67km) including stations, tunnels, viaduct, and depots.
  • Polypropylene Plant – Contract review and commercial gap analysis. Prime contract to subcontracts liability assessment comparison. Major re-write of subcontracts to ensure flow-through of definition, terms and conditions, liabilities, warranty exposure, payment terms, and termination rights.
  • Ammonia/Urea Facilities – Prepared analysis of completion exposure and punch list analysis for a 2 x 2000 MTA NH3 and 2 x 3500 MTA facility, largest in the world.
  • Gas Processing Facilities / Pipelines – Managed planning, scheduling, and cost as CMT for Abqaiq and Shedgum Gas Plant/Pipeline Department.
  • East-West Pipeline KSA – Construction and contract management for the 48” pipeline that transports natural gas liquids (NGL) from gas processing facilities at Shedgum, 700 miles away.
  • IPSA 1 Pipeline – Construction management of pipeline 24” to 48” to transfer Iraqi crude oil through pumping stations to Yanbu Terminal (KSA) on the Red Sea. Upgrading of three pumping stations IPSA 3, 4, and 5.
  • Representative Energy, Oil/Gas, Petrochemical, and Other assignments: Thomas was assigned as the most senior technical and commercial expert of a Fortune 100 company in the assessment of US$ 30 billion per annum in proposed/active transactions developing and evaluating the operational cost and schedule risk profiles, funded liability risk, and contingency funding.
  • LNG Pipeline Trinidad – EPCm contractor for Cross Island Pipeline (CIP) and the Beachfield Upstream Development (BUD). Result is a significant increase in NGC’s offshore gas transmission deliverability from 1.4 Bcf/d to 2.4 Bcf/d.
  • North Slope Pipelines – Scheduling functions as engineer and CMT for Kuparuk, Lisburne and Prudhoe Bay facilities including pipelines, Wellines and Flowlines, well sites, and power distribution systems.
  • Offshore Maintain Potential Offshore Program – senior vice president operations/managing director, engineering, procurement and construction management company operations for engineering and procurement for the Marjan, Zuluf, and Safaniya fields 400 MM USD EPCM six-year contract in the Arabian Gulf.
  • Floating Production and Storage Facilities – Commercial director, 2 FPSO’s 150,000 BPD, drilling and subsea installations (3.6 B US$). Managed the preparation of $1 billion additional compensation request (claim). Managed legal, project, and expert resources during the development of case for arbitration.
  • Liquefied Natural Gas Complexes – Led a team in the operational and commercial risk assessment prior to FID for contracting observations and mitigation reviews for several programs during proposal activities’ and/or execution risk assessments including but not limited to risk funding, schedule liquidated damages risk undertaking, and estimate provisions for contract liabilities for the following facilities: NNLNG7Plus, INPEX, Angola, Gorgon, Wheatstone, Yemen, and Tanguhh LNG.
  • Refining/Pipelines – Led a team in the operational, commercial risk assessment, and mitigation reviews for Motiva Enterprises expansion project at Port Arthur Refinery that more than doubled the facility’s daily processing capacity from 275,000 to 600,000 barrels of crude oil.
  • Heavy Bitumen Upgrader – Construction operations manager for EPC LSTK Operations (US$ 1 billion) conducting detail design (multiple centers), procurement controls, and construction.
  • Refinery Upgrade – PMC manager for client for the Ras Tanura Refinery Upgrade Program (US $ 2.4 billion). Project to convert and upgrade existing 265 MBOD hydro skimming refinery to 300 MBOD convertible to 530 MBOD facilities handling heavy and light crude.
  • Ethylene Facilities – Project controls manager, Petrokemya; Tokyo Japan ($983 million) for engineering and procurement, controls, construction, and subcontract planning as engineer and CMT for client. Developed contracting plans, subcontract documents, and procedures. Conducted technical/commercial evaluations and recommendations for 500,000 MTA ethylene plant including GHT, butadiene and benzene extraction units, offsite storage, and transfer facilities. Also, project engineer, Yukong, Houston, Texas ($500 million). Project engineering and associated project controls tasks as EPC contractor.
