Dr. Agustin J. Ros is a Senior Managing Director at Ankura based in Boston. He has more than 25 years of experience in regulatory and antitrust economics in network and heavily regulated industries, including aviation, electricity, natural gas, postal, telecommunications, transport, and water, as well as in statistical and econometric analysis.

Experience

Agustin is an adjunct professor at the International Business School at Brandeis University where he teaches a course on global regulatory and antitrust economics. His econometric research on regulatory and competition economics has been published widely in academic journals.

Agustin has filed expert reports and testimony before U.S. Federal District Courts, the Federal Communications Commission, the Federal Energy Regulatory Commission, the Canadian Competition Commission, the Canadian Radio and Telecommunications Commission, many U.S. and Canadian public utility commissions, and the International Chamber of Commerce. In Mexico, he has filed expert reports before the Competition Commission, the Secretariat of Communications and Transport, the Secretariat of Energy, the Energy Regulatory Commission, the Federal Telecommunication Regulator, and the National Regulatory Gas Commission. In addition, he has filed expert reports before regulatory or competition agencies in Australia, The Bahamas, Barbados, Brazil, Colombia, El Salvador, Guatemala, Honduras, Indonesia, Italy, New Zealand, Peru, Singapore, Spain, and Trinidad and Tobago.

Agustin has filed expert reports and testimony on topics including market allocation agreements, assessment of market power and mergers, market definition, cross-subsidies and predatory pricing, tariff design, just and reasonable rates, market-based rates, undue discrimination, public interest consideration, performance-based ratemaking, rate of return regulation, weighted average cost of capital, marginal, and embedded costing, economic damages, and econometric and statistical analysis.

Agustin has worked as an economist at the Illinois Commerce Commission and the Federal Communications Commission. He was selected to participate in the federal-state partnership in telecommunications at the FCC in 1996 working on the local competition provisions of the Telecommunications Act of 1996. From 2008 to 2010, he worked for the OECD and the Mexican Competition Commission, co-leading a team of competition experts assessing competition in a number of key sectors in Mexico.
